zarzet f6df8502fc feat(release): publish desktop builds in mornyeapp/Mornye-Desktop ...

The release workflow now ships phone builds in Mornye and desktop
packages in Mornye-Desktop, each with its own notes and SHA256SUMS.txt.
Desktop releases stay drafts until the DESKTOP_RELEASES_PUBLIC
repository variable is 'true'.

Desktop update checks read the new repository, and a release list
cached from the main repository is not reused. The Windows installer
links its updates page there too.
