The provider file mixed source management, the scan pipeline and the cover lookup providers. Move the private notifier methods into extensions in two parts (_LocalLibrarySources, _LocalLibraryScan) and the cover request types and providers into a third part. The moves are verbatim except for one reference to the static heartbeat constant, which an extension must qualify with the class name. Public notifier methods, which test subclasses override, stay on the class in the library file.
