- Translate pr-review plugin (README, commands, agents)
- Translate documentation templates (ADR, api-endpoint, function-docs)
- Copy RELEASE_NOTES.md, LICENSE, claude-howto-logo.png as-is
- Update TRANSLATION_QUEUE.md to 100%
