Jobdori bd9c145ea1 feat(commands): reach upstream slash command parity — 135 → 141 specs ...

Add 6 final slash commands:
- agent: manage sub-agents and spawned sessions
- subagent: control active subagent execution
- reasoning: toggle extended reasoning mode
- budget: show/set token budget limits
- rate-limit: configure API rate limiting
- metrics: show performance and usage metrics

Reach upstream parity target of 141 slash command specs.
