The test for #632 covered redactedArgs, but not the debug line that
uses it: putting osArgsEarly back into that Msgf would have leaked the
provision code again with every test passing.

Build the line in interceptUpgradeCheckLine and test it directly, for
--cd-org and --cd in both flag forms. Reverting the line to the raw
arguments fails the test.
