Merge origin/main into garrytan/pr-wave-1

Resolve 3 conflicts:
- CHANGELOG: keep v0.11.0.0 on top, add v0.10.1.0 from main below
- CLAUDE.md: include cso/, setup-deploy/, and bin/ in project structure
- VERSION: keep 0.11.0.0 (supersedes 0.10.1.0)
