fix: pre-landing review fixes (model-overlays binds smaller diff to equal coverage)

The default-copy check now also fails if 'on equal coverage' is dropped from the smaller-diff rule (which would tell models to prefer the smaller diff unconditionally) or if the no-impossible-state-checks clause is removed.
