chore: bump version and changelog (v1.65.0.0)

Fork port wave 2: the release-summary entry credits Sina Matian
(time-attack/gstack) and the four absorbed community PRs. TODOS gains
three review-round follow-ups (dual-write E2E, migration runner
re-offer, gbrain-adapter op coverage).
