chore(test): carve floors/ceilings recomputed; baseline + ratchet follow Phase 2 (OV9)
All 9 carved skills re-anchored to post-Phase-2 measurements (cso's union had tripped its 72,000 floor at 71,379; design-consultation had 252B of margin). maxSkeletonBytes ceilings tightened to measured+~600B. Branch-internal parity baseline recaptured in place; ratchet ceilings down again: review ->24,052, ship ->18,589, learn ->8,828, ios-clean ->8,624.
