refactor: convert qa/ and setup-browser-cookies/ to .tmpl templates

Replaces hardcoded update check and find-browse blocks with {{UPDATE_CHECK}} and {{BROWSE_SETUP}} placeholders. Both skills are now generated from templates via gen-skill-docs.
