chore: renumber v1.56.0.0 -> v1.59.0.0 (reserve a later landing slot)

Browse Source 
Bumps VERSION, package.json, and the CHANGELOG header. Leaves 1.57/1.58 free
for PRs that land first; this branch claims 1.59.0.0 to land later.
