chore: regenerate all SKILL.md files with telemetry blocks
Automated regeneration from gen-skill-docs.ts changes. All skills now include telemetry start block, opt-in prompt, and epilogue. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
