Garry Tan 1d1ce39b4e v1.91.36.0 fix(cso): Python and Rails repairs replay, Rails verification fits its budget, killed attempts leave no scratch (#3074)
* fix(cso): Python and Rails repairs verify and replay; killed attempts leave no scratch

- Python offline preparation sets SOURCE_DATE_EPOCH so .pyc bytecode is reproducible.
- Prepared identity hashes skip RubyGems/mini_portile build diagnostics that name random build dirs.
- Rails verification attempts and replays get 900 s; the attempt watchdog, Docker
  verification executor and assertion witness share MAX_VERIFICATION_ATTEMPT_MS.
- resume and finish reclaim a killed attempt's scratch once its watchdog recorded cleanup.

v1.91.34.0

* Format lib/cso with prettier

* Take v1.91.36.0 (1.91.35.0 is claimed by #3073)

Garry Tan 7697fb2981 fix(cso): install Rails gems on one thread so exports stop failing (v1.91.31.0) (#3056)
Ruby's File.umask getter sets the process umask to 0 for an instant, and
RubyGems calls it for every extracted file. With bundle install --jobs 2, a
directory created by the other install thread in that window came out 0777,
and the prepared-tree export correctly refused it ('prepared tree contains a
publicly writable directory'). The offline install now runs --jobs 1.

preparedExportRejection() also accepts the helper's real output: its
top-level handler prints the bare message and exits 70, which CI reported as
'unrecognized helper failure'.

Garry Tan 5885157a90 v1.91.29.0 fix(cso): native runtime qualification passes for Node, Bun, Python and Rails (#3044)
* fix(cso): unblock native runtime qualification (v1.91.28.0)

Fixes the qualify-native failures from main run 37345275258:
- re-bind promotion evidence for staged runtimes in cold-start tests
- give npm a distinct empty global config (npm 11 refuses double-loading)
- export /archives and /work through tmpfs-backed local volumes (docker cp
  cannot read tmpfs), with exec on /work
- keep the offline seed process alive
- end broker/forwarder tunnels explicitly under Bun
- batch gem fetch per platform
- wait for run-app's source copy before Rails db:prepare and tests
- fix the Python cold fixture and add bin/rails to the Rails cold fixture

* fix(cso): bounded 900 s ceiling for preparation dependency commands

- PREPARATION_COMMAND_TIMEOUT_MS (900 s) applies only to acquisition and
  offline dependency commands; everything else keeps COMMAND_TIMEOUT_MS
  (300 s), and both are cut to the journey deadline
- prepared-tree export refusals fail with PREPARED_EXPORT_REJECTED and the
  helper's fixed reason or errno, never target paths, with no retry
- free tests pin the ceiling, its callers, and the rejection parser

* Take v1.91.29.0 (1.91.28.0 is claimed by #3032 and #3033)

* cso-diff-mode accepts every correct name for the unauthenticated webhook finding
