CHANGELOG additive. test/fixtures/context-budget.json by hand: canary keeps the hoisted ceiling (main did not change it; the conflict was main's adjacent new captain row); captain (new on main, now hoisted) and five loaded-skill ceilings lowered to a fresh capture (captain 12011 -> 6551, autoplan, office-hours, plan-ceo-review, plan-devex-review, plan-eng-review by 2-22). No ceiling raised. Generated files and ship goldens regenerated.
