garrytanandcapy-ai[bot] e694b40ed6 feat(ship): gstack-ship-preflight and gstack-ship-release bins (GSTA-167) 
preflight runs Steps 1-3 (branch guard, status, fetch, diff stat, PR and receipt
carry dry-run, scope, merge, distribution, policy, runtime lines) and Step 5
(pregate, then the lanes in parallel inside the evidence ledger). release
version/finish/push run Step 12, Steps 15-16 stages 1-4 and Step 17's
idempotency check and push. Each prints at most 30 lines; STOP: names the
decision the prose leaves to the agent, NEXT: the step to run.
