garrytanandcapy-ai[bot] 563e3fbe54 fix(ship): pr-body stops and reports a duplicate-title refusal instead of the by-hand path ...

gstack-post pr-body now exits 64 when the PR's current body holds a title
twice. Step 19 read every 64 as 'no usable remote or CLI'; it now stops and
names the duplicated titles, and never reposts with --replace itself, since a
person picks which copy stays. Size ledger records the +281 bytes.
