Garry Tanandcapy-ai[bot] b3e94a3f8d v1.91.279.0 eval:select exemptions and ETHOS.md registration (#3499), below-floor review rulings (#3504, #3485), Windows curation, GSTA-121 follow-ups (#3515)
* Eval selection exemptions, review-floor rulings and the GSTA-121 follow-ups

Release metadata (NOTICE.md, LICENSE, licenses/**) no longer restores the
full paid gate and ETHOS.md is registered under the two prompts that read
it (#3499). docs/review-policy.md records the six finding classes #3485
and #3504 ruled below the floor and the review army's lead judgment
applies the table; the floor itself is unchanged. The Windows curation
moves test/pregate-remote-stamp-only.test.ts to KNOWN_WINDOWS_INCOMPATIBLE
(#3485). From GSTA-121: Blast radius in docs/skills.md and the merge-ask
template, the 11-digit run-id exemption from pii.phone.e164 after a run
word, relative string literals as import-graph edges, and a ubi-runner
pack that never tars the live .git.

* fix: pre-landing review fixes

Red Team pass 1 (all below the floor): an 11-digit span with a leading 1
after a run word is a US or Chinese national number, not a run id, and
reports again; ubi-runner pack removes its temporary repository when it
fails and replays branch.* with remote.* so a branch's upstream resolves
on the VM; the conservative-refusal example in docs/review-policy.md
reads in the refusing direction; the touchfiles header names why ETHOS.md
sits only under the two prompts that quote it. Step 6's selection found
captain/templates/merge-ask.md as the one unknown dependency of this PR
and registered captain/templates/** in FREE_ONLY_PR_FILES (#3499).

* fix: pre-landing review fixes (pass 2)

The cmd_pack EXIT trap bakes the temp path in: a set -e failure unwinds
the function before the trap runs and a local $tmp is unset there, so
the old form leaked the snapshot. The leak test creates TMPDIR where the
pack reads it and asserts the failure is the missing index. CHANGELOG
examples no longer spell a full national number.

* fix: adversarial review fixes

The pack snapshot carries the index's staged blobs as a pack of their own,
so a VM write-tree (gstack-wtree) can read a staged file the way the old
.git tar allowed; git init runs with --template= and gc.auto=0 and a
valueless remote/branch key replays as true. scripts/harness-version.json
re-pins scripts/test-pr-profile.ts after the captain/templates/** entry.
The run-id exemption reads the same way in the scanner and gstack-post:
an 11-digit span after a run word is a run id (the leading-1 exclusion
from the Red Team pass contradicted gstack-post's tested contract and the
ruling that a run id is not a phone number), with the residual named in
the comment, the docs and the CHANGELOG. The #3499 pins move to their own
test so the boundary test stays under its default budget. Docs audit:
TESTING_INTERNALS names RELEASE_METADATA_FILES and captain/templates/**,
docs/captain.md names Blast radius.

* fix: pre-landing review fixes (pass 4)

The pack's staged-blob list comes from the copied index, holds only blobs
staged against HEAD (not every tracked blob), skips gitlinks whose commit
the superproject lacks, and dies with its own message when pack-objects
fails. The live-checkout test covers a gitlink entry and a valueless
remote key replayed as true. CHANGELOG names the staged-blob carry.

* fix: pre-landing review fixes (pass 5)

The pack's blob list is the copied index's blobs that HEAD's tree lacks,
so an intent-to-add entry's empty blob and the stages of an unmerged entry
travel too (the HEAD-only diff list dropped both); gitlinks still skip.
The live-checkout test adds an intent-to-add entry, which the VM fsck
assertion covers.

Step 19-C: Capy PR body (What changed, Why, Blast radius, Approvals)

Read only when Step 19 printed CAPY_PR: on. Under Capy a person decides the merge from the PR and the READY report, through a Captain, so the body shows what changed in pictures, why, and who approved what. Guide: captain.md beside the Capy gstack skill's SKILL.md.

Order. The gstack-ship-receipt block stays first when Step 19 writes one. Then ## What changed, ## Why, ## Blast radius and ## Approvals, then the standard sections below. Keep ## Summary to commit themes; do not repeat the captions.

  1. Pick the evidence: one to three before/after pairs, highest-signal first. The first is the key image.
    • UI change: screenshot the changed screen at the base and on this branch with the browse flow, or your host's browser, at the same size.
    • Skill or prompt change: ~/.claude/skills/gstack/bin/gstack-pr-shots --path <template or SKILL.md> --heading "<changed section>" --caption "<what changed and why>".
    • CLI change: save the output of a command this ship already runs, at the base and on this branch, to files inside the repository (.gstack/tmp/before.txt, .gstack/tmp/after.txt), then ~/.claude/skills/gstack/bin/gstack-pr-shots --before <file> --after <file> --kind terminal --caption "<…>". Never run a command with side effects just to make a picture.
    • No visible surface: picture the source section or test output that best shows the change. gstack-pr-shots refuses inputs that match the secret scanner (PR_SHOTS_INPUT_REFUSED). Remove the secret from the capture; never work around the refusal.
  2. Read SHOT_PNG:. A path: use it. unavailable (…): screenshot the printed shot.html with your own browser at 880 px wide and use that PNG. failed (…): use the text version only.
  3. Upload. Only for a public repository (gh repo view --json visibility -q .visibility prints PUBLIC). A private repository gets the text version, unless the person approved images for it (record that with gstack-approvals add). Upload each PNG with Capy's PR asset tool (tools.pr.uploadAsset). Embed exactly the URL it returns, with the caption as alt text: ![<caption>](<url>) (a returned bare video URL stays on its own line). If an upload fails, retry once, and only for a transient error. Otherwise use the text version and write image upload failed: <reason> under the caption. Never block publication on an image.
  4. Under every image: a one-line caption saying what changed and why, then the contents of the printed text.md (a collapsed text before/after, for readers who cannot see the image and for search).
  5. ## Why: two or three sentences. The first states the problem in the person's words (the issue, the failed run, or their request, quoted); the rest say what changes for them. No inventory: BAD "Adds a lint and a CI step." GOOD "'The review loop is too overzealous.' Pass 2 now reads only pass 1's range."
  6. ## Blast radius: the body template's item, written once, here: what else the change touches and the one fact that makes that safe, with the evidence-ladder rung it reached (the /investigate skill's Blast radius section, when present).
  7. ## Approvals: the output of ~/.claude/skills/gstack/bin/gstack-approvals render, verbatim. It escapes its cells, and the receipt never reads it as an approval citation. On APPROVAL_RECORD_UNAVAILABLE keep its text and say so in the READY report. Never type rows by hand.
  8. READY report: attach the key image's PNG to the report you send (Capy's message attachments) and give its uploaded URL, so the Captain can show it inline.
