garrytan 47624aff7c tasks-section: inline the effort ratios for every phase (s03 M9) ...

The non-CEO/Eng branch said 'Effort uses the AI-compression table from
CLAUDE.md', but at runtime CLAUDE.md is the user's project file; the table
exists only in gstack's own repo. Every phase now renders the inline ratios
the CEO/Eng branch already used. No test pins the removed text.
