Garry Tanandcapy-ai[bot] 1f246e3505 v1.91.278.0 fix(ship-queue): readiness takes dispatched Free Tests, stamp paths accept tentative key versions, ready and train build read the base overlap, pr-wait --exclude, restamp prints the corrected order (#3514)
* fix(ship-queue): readiness takes dispatched Free Tests, prose check reads key=value pairs, stamp paths accept tentative key versions, ready and train build read the base overlap, pr-wait --exclude, restamp prints the corrected order

* fix: pre-landing review fixes

Pass 1 of /ship's review on #3514: the prose check skips a key: value pair's value
whatever the whitespace, the restamp recompute keeps a merged-not-in-base
predecessor and says to fetch, stampOnlyLine applies the version-width bound,
pr-wait --exclude excludes nothing while the required checks are unreadable,
baseOverlap reports a failed git read as unknown and gives no verdict at train
build, readiness lets a pull_request run outrank a dispatched one, and the READY
conflict refusal follows the crew template's rule 14 instead of a crew-local rule.

* docs: stamp rule for tentative key versions, key=value prose claims, QUEUE_STALE merged-not-in-base fix

/**
* pr-wait-github — the GitHub read side of gstack-pr-wait: a gh runner that
* retries transient failures, the one GraphQL read of a pull request, its
* checks from `gh pr checks`, the required-check names from rulesets and
* classic branch protection, and the base-branch comparisons. The event logic
* is lib/pr-wait.ts; the two are split so each stays under the module-size
* ratchet.
*
* Design ported from tstack's `pr-wait` (t3dotgg/tstack,
* skills/babysit-pr/scripts/pr-wait at 7de017b, MIT, Copyright (c) 2026 Theo
* Browne; NOTICE.md and licenses/MIT-tstack.txt), rewritten in TypeScript on
* gstack's gh runner shape (lib/ci-gate.ts).
