The reviewer read rule (READ_BUDGET: confirm or rule out suspected defects outside the hunks, at most 8 reads in at most 2 turns) on top of packets, parallel fan-out, the one-program review pass and the own-jam meter. Audits keep their own file rules: the coverage audit stays read-only (AUDIT_READ_ONLY), plan-completion keeps its file rule.
