garrytan 9244437ab2 I1: seed the Codex files' periodic durations from their first executing run ...

Every Codex file recorded ~1 s because its commands could not start in the
container (codex-e2e*, outside-voice, workflow). Run 37162480720 executed them
on the host-run job; its slice 24 walls replace the placeholders so the
planner packs the Codex slice by real work (7 files, ~4.9 min estimated).
