Branch-internal baseline recaptured; ratchet ceilings down again. OV8's floor-retirement question, evaluated as planned after Phase 3: the 80% shrink floor stays — it uniquely catches accidental body deletion in non-carved skills BETWEEN ratchet recaptures, and the capture command has amortized the fixture-refresh cost that motivated retiring it.
