garrytan dd5ad7a029 changelog workflow: cross-check covers user-facing changes, not every commit (s03 M11) ...

'Every commit must map to at least one bullet' contradicted the same block's
voice rule (never mention contributor-facing details) and CLAUDE.md's entry
rule (the diff vs main, not how the branch got there). Every user-facing
change in the commit list must be represented; merges, version bumps and
mid-branch fixes need no bullet.

W7a pin: test/gen-skill-docs.test.ts:2038 no longer pins the old sentence; it
checks the Cross-check step still compares against the step-2 commit list
and scopes to user-facing changes (case-insensitive), without re-pinning the
new sentence. expected red until the regeneration commit
