gstack-evals #34 round 3: the docs-audit settle ran from a later program, so the
reader was unmeasured. Under a cap its dispatch is now one program: check on
build's BUDGET_NEXT, BEFORE right before the reader starts, the poll, AFTER, and
settle --dispatched-at <BEFORE> --reading <AFTER> --readers 1 in that program.
