preflight runs Steps 1-3 (branch guard, status, fetch, diff stat, PR and receipt carry dry-run, scope, merge, distribution, policy, runtime lines) and Step 5 (pregate, then the lanes in parallel inside the evidence ledger). release version/finish/push run Step 12, Steps 15-16 stages 1-4 and Step 17's idempotency check and push.
