Every ON trial must pass the fixture's verify (already a valid-measurement
requirement) and lowerIsBetter20Pct must hold; when the OFF median is 0, every
ON trial must also be 0. assessOverlayArms enforces both through a new
fixture.gate. Overlay contract bumps to v3 so v2 records are never
reinterpreted. overlay-measurement gains rows for correct+worse (fails),
20%+incorrect (fails) and the zero baseline (passes only at 0). The prose
comment follows the s01 M1 claude.md wording.
