garrytanandcapy-ai[bot] ebd0f6a928 fix(pregate): quote the crate name in cargoRunner ...

The crate name is read from the repo's Cargo.toml and was interpolated into
'cargo test -p <name>', which the lane runs through bash. A name like
'evil;touch pwned' ran the second command. Quote it like every file and cwd
the lane already passes; a new end-to-end case checks the name reaches cargo
as one argument and runs nothing.
