disable merge operation if at least one relation is incomplete
...
Incomplete multipolygons were harmed in the merge operation (which
relies on completely loaded relations to determine inner/outer
status for example).
This disables the operation and adds an appropriate tooltip.

Remove unnecessary building_yes preset
...
Most uses of it should have been building_area instead.
The exception is the building preset itself -- but it can
use the plain `building` field, because it will automatically
produce building=yes.

Fix sprite misalignment on save color icons, closes #1948
...
The colored icons in the sprite had a 5px offset from the left edge
rather than a 7px offset the rest of the icons use. I previously had to
bump the background-position to fix this.
