Tobias 095ae133c4 Add capacity to playground:swing-preset 
The capacity defines if there is one swing on the object or more. A lot of playgrounds have one structure with two swings on it.

Bryan Housel 723155eadf Add building and bench fields to amenity=shelter preset 
(closes #5084)

This also removes the rules that would treat `amenity=shelter` as
a building for rendering and for feature filtering.
