Add CLIRank to Configuration & Context Management

Browse Source 
CLIRank is an independent scorecard ranking 416+ APIs by how well
they work with AI coding agents. Conceptually adjacent to Not Human
Search and AgentsKB - it's discovery infrastructure that agents query
to pick the right API for a task.
