W6 T2 (eng), T3 (CEO): brain-sync checks scope before every push
gstack-brain-sync takes consent from the shared policy (bun run of lib/transcript-consent.ts --check), purges out-of-scope staged pages before staging, and scans origin/<branch>..HEAD before the detector retry, the drain push and the post-merge retry: its own unpublished commits are rewritten without excluded pages, anything else blocks the push.
