feat(review): fetch rule in every reader brief, base-read readers policy (GST-1322 A) (#4007)

* feat(review): a fetch rule in every reader brief and a base-read readers policy (GST-1322 PR A)

Co-authored-by: capy-ai[bot] <230910855+capy-ai[bot]@users.noreply.github.com>

* test(review-fetch): type the empty policy fixture for the test typecheck ratchet

Co-authored-by: capy-ai[bot] <230910855+capy-ai[bot]@users.noreply.github.com>

* test(review-fetch): register the #362 fixture as a free fixture

Co-authored-by: capy-ai[bot] <230910855+capy-ai[bot]@users.noreply.github.com>

* fix: pre-landing review fixes

Head forbid_paths are ignored (base only), directory-form forbid_paths cover files under them in the scanner and the keep filter, an explicit --base that resolves nowhere refuses, and audit-fetch gains a CLI test.

* fix: pre-landing review fixes

forbid_paths also excludes <pattern>/** so git's diff exclusion covers nested files the way forbiddenPath does; the readersAt refusal no longer names a network command.

* fix: pre-landing review fixes

forbiddenPath matches a pattern against the path and its parent directories only, the set forbidSpecs makes git exclude; the probe of a made-up child also forbade siblings (lib/x forbade lib/).

* docs(changelog): name the PR A fragment for its branch; forbid_paths and the note come from the base

Co-authored-by: capy-ai[bot] <230910855+capy-ai[bot]@users.noreply.github.com>

* docs: fix the readers and review-scope anchors; key versions live in lib/ship-policy-keys.ts (Step 14.5 audit)

- **/ship's reviewers no longer clone other repositories on their own, and a repository can declare what they must never reach.** On gbrain-evals #362 a reader cloned a full public repository (4.2 GB) that holds that project's sealed held-out eval conversations. Every reader brief now ends with a fetch rule that says to review only this checkout and its local git history, and never to clone, fetch or download another repository, dataset or archive. A repository can add a `readers` key to `.gstack/ship-policy.json` on its base branch: `forbid_fetch` hosts or repositories (web page reads included), `forbid_paths` globs that are cut out of every reader's diff, and a one-line `brief_note` every brief carries. A pull request can add `forbid_fetch` entries but never remove one, and `forbid_paths` and the note always come from the base branch. `gstack-review-dispatch audit-fetch` scans a reader's own tool calls against the rule and records the result in the pass manifest as a note; enforcement follows in a second PR. diff: `gstack-review-dispatch` stops with `REVIEW_DIFF_TOO_LARGE` before it writes
anything, instead of a review of the part a reader happened to see.
## What readers may fetch
Every reader brief closes with the fetch rule, before the workspace paragraph:
review only this checkout and its local git history (the diff base is already
local), and never clone, fetch, pull or download another repository, dataset or
archive. The rule names each forbidden shape from one table in
`lib/review-fetch.ts`: `git clone`, `fetch`, `pull`, `ls-remote` or `submodule
update` against a network remote; `gh repo clone`, `gh api` tarball, zipball or
contents, `gh release download`; dataset or model downloads; `curl` or `wget` of
an archive or a raw repository file; package installs from a git URL. A clone of
a local path or a `file://` URL is fine, and so is reading a single
documentation page. No brief asks for a fetch today. A repository's
[`readers` key](ship-policy.md#readers) adds hosts, repositories and paths no
reader may reach at all, and a one-line note every brief carries.
`gstack-review-dispatch audit-fetch --events <jsonl>` scans one reader's tool
calls (inputs only, never results) against the same table and the pass's policy.
It splits each command into words and flags only a known download tool aimed at
a network target, so a reader that greps for `git clone` or reads the scanner's
source is not a hit, while `bash -c`, wrappers such as `timeout` and `command:`
strings inside a program are read through. A fetch of the checkout's own remote
by name is a note. Today the result is recorded on the reader in the pass
manifest as a note (`fetch_audit`, `enforced: false`).
What this protects: the readers' findings, the merged review and PR text never
carry a sealed file a reader fetched or opened. What it cannot protect: data that
is already public may be in a model's training set, and the rule does nothing
about that.

Introduced at 1.94.30.0; needs `min_gstack_version` when set to a non-default value. |
| `readers` | `{ forbid_fetch?, forbid_paths?, brief_note? }` | `{ [], [], null }` | What `/ship`'s readers may not reach beyond the fetch rule every brief carries; see [readers](#readers). Read from the base; the head may add `forbid_fetch` entries, never remove one. Needs `min_gstack_version`. |

At most 64 caps, each path contained. See [the ship receipt](#ship-receipt). Needs `min_gstack_version`. |

A block with `gates` ([any repository](#train-gates)) takes `max_size` 1 to 5 and needs `min_gstack_version` at least `TRAIN_GATES_KEY_VERSION`. `null` keeps the per-PR queue exactly as it is. ## `readers`: what reviewers may not fetch or open
Since the release that added it (`READERS_KEY_VERSION` in `lib/ship-policy-keys.ts`).
Every reader brief already carries the fetch rule. It says to review only this
checkout and its local git history, and never to clone, fetch or download another
repository, dataset or archive ([review-policy.md](review-policy.md#what-readers-may-fetch)).
A repository that holds sealed data adds what no reader may reach at all:
```json
{ "readers": { "forbid_fetch": ["github.com/example-org/beam", "huggingface.co"], "forbid_paths": ["sealed/**"], "brief_note": "sealed/ is custody: never read plaintext." }, "min_gstack_version": "<the release that introduced readers>" }
```
- `forbid_fetch`: lowercase hosts (`huggingface.co`, subdomains included) or
`host/owner/repo` (`github.com/example-org/beam`, with or without `.git`). Every
brief names them, and web page reads under them are forbidden too.
- `forbid_paths`: git glob pathspecs in the `review_exclude_paths` dialect. They
are cut out of every reader's diff as `:(top,exclude,glob)` items, the outside
voice's embedded diff included, and are never kept back the way
`review_exclude_paths` keeps code. Every brief says not to open them.
- `brief_note`: one line of at most 400 characters that every brief carries,
for example a custody note. A credential-shaped note is `POLICY_INVALID`.
**Read from the base.** `gstack-review-plan` reads the policy on the base commit
it resolved and adds any `forbid_fetch` entry the head's policy adds, so a
branch can tighten the rule and never loosen it. The head's `forbid_paths` and
`brief_note` are ignored: a path the head adds would cut the branch's own code
out of its review, and its text would reach every brief. A directory pattern
(`sealed`) covers every file under it, as in git. An invalid base policy stops the plan
(`POLICY_INVALID`), and so does a base git cannot read
(`POLICY_SOURCE_UNAVAILABLE`). The plan prints `READERS: default (fetch rule
only)` or `READERS: forbid_fetch=<n> forbid_paths=<n> note=yes|no head_added=<n>
digest=<d>`, and every brief's ledger event records the digest.
