docs(todos): file the qa-quick capture headroom follow-up (fix wave 3, T)
qa-quick timed out once at 300 s (paid run 38980005793) against passing runs of 164-272 s. Trimming what the Quick tier loads is a product call, so it is filed, not repaired; no budget change. Co-authored-by: capy-ai[bot] <230910855+capy-ai[bot]@users.noreply.github.com>

### P3: fix wave 3 follow-ups (filed 2026-10-17)
- **`qa-quick` has little headroom under its 300 s capture** — paid gate run
38980005793 timed out at 300 s (12 turns) while passing runs in the same
window took 164–272 s (median about 210 s). Before its first guarded probe the
agent loaded qa/SKILL.md (50.4 KB, read with `cat` and paged with `sed`) and
read scope, browser-setup, exploratory, qa-patterns and test-bootstrap. One
occurrence, kept visible rather than repaired: the cause-level option is to
trim what the Quick tier must load (test-bootstrap is not needed for a Quick
read-only run), which is a product call. Raising the capture budget is out of
scope (EVAL_POLICY). Owner Garry; revisit with the next qa-quick red.
