v1.10.0.0: bump VERSION (was v1.7.0.0, align with branch discipline)

Per user direction — jumping to 1.10.0.0 for versioning alignment.
No functional changes from the prior ship commit (5f038ab7). The
regression fix + Pros/Cons format are identical.
