I1: revert the plan-eng-review self-check wording; it did not change the artifact outcome

A local run of plan-eng-review-artifact in the CI image (Claude Code 2.1.284)
at e2f65ab22 still wrote one review-output.md in 8 turns and ran no Bash, so
the QA Test Plan artifact block never ran. Keep the skill text unchanged; the
case is deferred with its evidence.
