fix: make telemetry binary calls conditional on _TEL and binary existence

Addresses Socket's 14 MEDIUM findings for opaque telemetry binary.
Adds local JSONL fallback (always available, inspectable). Remote
binary only runs if _TEL != "off" and binary exists.
