fix(outside-voice): preflight mode list no longer looks exhaustive (s02 M10)

The preflight also prints under_codex and under_current_harness; not_authed
exists only on the Codex path. 'every other mode skips them' covers all
non-ready modes. No test pins the old line. expected red until the regeneration commit
