test: type the saved fixture PR row for the test-code ratchet (GSTA-129)

CI's typecheck:test ratchet refused one new TS2698 (spread of a loosely typed fixture row) in the slot-1 freeze test; the row is read as any, as the neighbouring state writes already do.
