test: pin readSkillEffective's added-subsection change in harness-version.json as non-behavioral (CI quick-bun-default)

skill-startup.ts changed in this PR so readSkillEffective appends a variant's added ### subsections.
Its output is byte-identical to the pinned helper for every tier 2+ render without added
subsections (735 across all hosts) and for office-hours' pre-change SKILL.md, so no pass-rate
series resets. CHANGELOG Tests line updated.
