CARVE_GUARDS gains autoplan (behavioral: external via the chain eval), spec, and setup-gbrain; autoplan's MONOLITH_INVARIANTS entry retires. Touchfiles: setup-gbrain periodic dep lists gain the section tmpls + fixture helper; the stale-brain-refs scan covers setup-gbrain/sections. Regen + goldens + branch baseline + ratchet recaptured.
