Tobias ebc1099741 Preset/stolperstein: Remove memorial:addr field 
The `prerequisiteTag` did work nicely. However, the `"type": "address"` only allows to set `addr:*` keys, so we cannot re used it as is. Removing it for now…

Tobias 4721b90867 Preset/stolperstein: Update address fields 
- remove "addr:" field since small usage and discouraged
- add addr_string which is the thing used most often
- update addr_addr to only show if at least "memorial:addr:street" is present

- rename file to follow convention that locationSets should be part of the filename
- add Q46 which represents europe

Win Olario 699e10f70c Create preset for "Barangay Hall". 
A "barangay" in the Philippines is the smallest administrative government unit. According to [taginfo](https://taginfo.openstreetmap.org/tags/townhall%3Atype=barangay#overview), "barangay" is the third most used value for `townhall:type`, and one of the most popular POI added by mappers from the Philippines.
