chore(release): v0.6.11

Ships the China TC260 AIGC PNG-chunk and HuggingFace hf-job-id provenance
detectors (223cbcf). Also syncs src/__init__.__version__, which had drifted to
0.6.9 (not bumped in the 0.6.10 release).
