* refactor(fs)!: return Watcher from watch and watchImmediate Both resolve to a `Watcher` resource instead of an `UnwatchFn` callback; call `await watcher.close()` to stop watching. `UnwatchFn` is removed and `Watcher` is now exported. * fix change file * fmt
