perf(workflow) filter workflow with the paths option (#828)

* perf(workflow) run bundler test only when the bundler changes

* perf(workflow) split clippy/eslint/fmt checks

* chore(workflow) rerun if workflow file change

* chore(workflow) fix name

* fix(tests) bundler test on windows, removed since it's not used
