Add links to id tagging schema repository to translation guideline (#10180)

Add links to id tagging schema repository as it is otherwise hard to find for a new contributor

I'm a new contributor to this repository and I tried to find a way to fix a tagging schema/id preset issue.

See https://github.com/streetcomplete/StreetComplete/issues/5557#issuecomment-2024165912 where I've tried finding it but failed.
As the guide AFAIK never mentioned a link to the other repository this should make it possible to find it more easier.
