Corrected Vietnamese address preset
...
Nothing in Vietnam uses addr:suburb, and it seems to be intended to be subordinate to addr:district and addr:subdistrict, which means it definitely doesn’t map to thị xã. I also found some examples using addr:district for thị xã. So addr:district should be used for both quận and thị xã in a municipality.
The resulting placeholder text will be rather long, and Vietnamese mail tend to have each component on a separate line, so I also split subdistrict, district, and city onto separate lines.

Prefer more specific 'Crosswalk' preset over generic 'Crossing'
...
Many new users in my area are getting this wrong or skipping crossings entirely because:
1. Most crossings people want to map really are `crossing=zebra`.
2. 'zebra' is not a common term in the US so users don't know to pick it.
3. Popup help for 'Crossing' shows a zebra, so users think that's what they picked.

Fix inline tag help for fields that handle multiple tags
...
Some preset fields like the access-restriction field manage
multiple tags at once (access=*, foot=*, bicycle=*, …). Then
iD wasn't able to show inline help when clicking the ⓘ button.
This introduces a new parameter for these kind of fields:
`referenceKey` determines the tag key which should be used to
search taginfo documentation for.
Fixes #2222 .
